PhD in African Studies from ISCTE-Instituto Universitário de Lisboa (approved with distinction), with a doctoral thesis on appropriate technologies and innovation in developing contexts, funded by the Portuguese Foundation for Science and Technology (FCT). MA in African Studies. Postgraduate degrees in Social and Economic Development Management, and in Geopolitics and International Relations. Collaborating Researcher at the Centre for International Studies (CEI-Iscte).
Over the past decade, he has worked at the intersection of research, project management and public policy for active mobility: he served as communications advisor and manager of the Ciclismo Para Todos project at the Paraná Cycling Federation, collaborated with the Clube Educacional da Bicicleta, and led the Bicis por la Vida project. A journalist by training, with newsroom experience in Brazil and Portugal, he brings together analytical rigor, field experience and clear communication in program evaluation and in bridging public authorities, civil society and international cooperation on projects in mobility, sport and social development.
